FAHSA's Innovation Exchange Corner Features
Westminster Services "Management
Training Program"-
FAHSA's Innovation Exchange Program provides
members with an opportunity to share ideas and
best practices with others and to recognize
their staff for extraordinary performance. This
month, FAHSA is
showcasing "Management Training Program"
submitted by Westminster Services, Inc., in
Orlando.
Westminster Services, Inc., initiated the
Management Training Program to improve the
efficiency of operations, enhance the skills of
key personnel, and reduce personnel turnover.
Classes are provided for department heads as
well as other key leadership and supervisory
personnel. Topics have included: Legendary
Service, Motivation/Coaching, Supervision,
Values, Financial Management, Time Management,
Interviewing, Safety, Human Resources Policies
and Procedures, Communications, and People
Management. Staff participating in these
classes has been positive and enthusiastic about
the program. Management training for key
personnel has enabled them to better perform
their jobs and be a more effective work force.

Residents Collect Funds for Haiti Relief -
Dawn Lucido, Administrator, Jefferson Center,
Sarasota, said that she was overwhelmed when she
came to work on Wednesday and saw that a
resident, who is the Resident Council president
at Jefferson Center, had set up a card table and
was collecting money for those in Haiti. That
day, more than $400 dollars was collected to
help those less fortunate. What wonderful
residents who live at Jefferson Center!!!

Regional Meetings Rescheduled -
The
regional meetings previously
scheduled for January 14-15
have been
rescheduled
for February 9-10, 2010.
Please plan to attend the meetings,
featuring presentations from Robyn
Stone, Ph.D., CEO, Institute for the
Future of Aging Services (IFAS), board
members from the Florida Center for
Nursing, and representatives from the
regional Workforce offices.

The IRS Reminds
Tax-Exempt Organizations of All Sizes to File
the Form 990 on Time to Preserve Their Tax
Exempt Status -- The Internal Revenue
Service reminds tax-exempt organizations to file
their annual information form on time. In 2010,
the tax-exempt status of any nonprofit that has
not filed the required form in the last three
years will be revoked.
Small nonprofit
organizations with annual receipts of $25,000 or
less can file an electronic notice, Form 990-N
(e-Postcard). They will need only a few basic
pieces of information to file: the
organization's employer identification number,
its tax year, legal name and mailing address,
any other names used, an Internet address if one
exists, the name and address of a principal
officer and a statement confirming the
organization's annual gross receipts are
normally $25,000 or less.
Tax-exempt
organizations with annual receipts above $25,000
are required to file the Form 990 or the Form
990-EZ annually. Private foundations file Form
990-PF. Churches and integrated auxiliaries of
churches are not required to file Form
990-series returns or notices.
Form 990-series returns
and e-Postcards, are due by the 15th day of the
5th month after an organization's tax year ends.

HHS Releases $490 Million in Emergency
Funding to States for Energy Assistance for
Low-Income Families --
In response to the growing demands on states
and families for much needed relief, U.S.
Department of Health and Human Services
Secretary, Kathleen Sebelius, announced
today the release of $490 million in
additional funding to help low-income
homeowners and renters meet home energy
costs. These Low-Income Home Energy
Assistance Program (LIHEAP) funds will
provide states, territories, tribes and the
District of Columbia with additional
assistance to pay heating and electricity

House Minority Leader Calls on Speaker to Fix
"Flawed" Budget Process -
To add to the drama that is unfolding
because of the economy and what is sure to be a
very political session, House Democratic Leader
Franklin Sands (D- Plantation) sent a letter to
Speaker Larry Cretul (R- Ocala) on Thursday
stating that the budget process established in
the House is "fundamentally flawed." The letter
stated
"Unfortunately,
the process prescribed by the
House Republican leadership is fundamentally
flawed.
We ask you to join us in a more meaningful
approach. We need to review our
state's critical mission and priorities, and its
ability to finance these programs and
services. The majority party's budget exercise
fails to take a common-sense
approach of simultaneously evaluating both the
state's revenues and expenditures.
We ask that you work with us in creating a more
meaningful method of reviewing
the state's priorities and its ability to fund
critical programs and services.
Conducting joint meetings of the House Finance &
Tax Council and the House
Appropriations Council will yield a more
productive discussion about the state's
budget process."
Legislative Committee
Meetings Continue on Budget -- Legislators
are in Tallahassee for a week of meetings that
focus almost entirely on Florida's economy and
the state budget for fiscal year 2010-11 and
beyond. According to state economists who
addressed the Senate this week, Florida will
take longer than other states to come out of the
recession. In fact, unemployment may be higher
in 2011 than it was in 2009.
In spite of indications of
a $2 billion to $3.5 billion revenue shortfall,
Senate President Jeff Atwater (R-North Palm
Beach) pledged that his chamber will not rely on
tax increases to pass a budget for next year.
With revenues still sagging and a reluctance by
the majority party to increase taxes, another
round of budget cuts is almost a given.
Health Care Reform
Will Increase Medicaid Program Staff
-- Medicaid Deputy Secretary Roberta
Bradford told legislators last week
that the heath reform proposal pending in
congress will add between $12 million and $20
million to Florida's Medicaid expenditures for
staff alone. The estimates do
not include federal dollars that the state may
receive to offset the costs of additional staff.
Currently 625 people work in Medicaid. In
addition, the Department of Children and Family
Services will need to hire 623 new
staff to process applications for the increased
number of people who will qualify for Medicaid.
Transparency Web site Created -- The Florida
Legislature created
Transparency Florida to provide the public
with access to state government spending
information by posting Florida's operating
budget and associated expenditure records
online. Transparency Florida is designed to
provide a current, continually updated picture
of the state's operating budget as well as daily
expenditures made by state agencies. The numbers
are updated nightly as funds are released to
agencies, transferred between budget categories,
and payments are written for goods and services.
This site is a work in progress; in the coming
months more information will be added regarding
individual expenditures, vendor payments, and
other levels of government spending. The Web
site will increase fiscal accountability by
providing citizens with a useful tool for
understanding how their tax dollars are being
appropriated and spent.
Senate Chairman Lends
Support to Remove Housing Cap
- Senate Appropriations Committee Chairman J. D.
Alexander, R-Lake Wales, agreed to support
efforts to lift the cap on the Sadowski Housing
Trust Fund, which has seen its resources
diverted in recent years to fill other budget
gaps. By using
affordable trust fund money for upgrades to
existing housing and down payment assistance, it
could create jobs and homes for Floridians. .
This time around, Alexander said he'll back the
effort to remove the cap, which went into effect
in 2007, because it will help the Florida
construction industry, which has been reeling
the past few years after an unprecedented
building boom went bust.
Last fiscal year, lawmakers took nearly $440
million from trust funds and spent it elsewhere.
The remaining $30 million that went into the
account was earmarked for a federal first-time
homebuyer program.

- This program continues to have remarkable
results. As of this date, Florida nursing home
facilities participating in the Senior
Crimestoppers program have collectively seen
their total number of reported crime incidents
reduced by 85.67% as compared to the national
overall reduction of 92.75% calculating the
input from facilities and senior properties all
over the United States.
We are extremely proud of the positive impact
the program is providing to so many. Their
pledge for 2010 - as it is every year - is to
continue to be vigilant and relentless in their
mission of assisting our members in the
operation of a safe, secure, crime-fee
environment for those that live and work on your
properties.
Senior Crimestoppers continues to be a major
interceptor of potential litigious events
against participating facilities. All
information relative to tips received is
immediately forwarded to the appropriate
facility to be dealt with in the most effective
manner for that specific facility.
